1. I start with a new layer and use the pencil to draw some outlines. They don't have to be clean, you can always correct them later.
2. After that, I fill the hair with the same colour. As you can see here, I changed the contours of the hair a little.

4. Between the strands, I highlight a little with the dodge-tool, same brush and exposure (1 pixel, 25%)

3. To draw some strands, I use the burn-tool with a 1 pixel big pencil, and exposure set to 25%.

6. Time to shade - burn tool, size 3 pixels, exposure 25%. I make the hair darkest in the parting and in the back.

5. Now I want the hair to be really shiny, so, I'm continuing with the dodge-tool but with a brush sized 9 pixels and exposure set to 20%.

6. I continue using the burn-tool with the same exposure but with the 1 pixel sized brush. I just want to define some of the strands a little bit more.
8. I didn't like the colour of the hair so I changed it (Image -> Adjustments -> hue/saturation). Then I had to go over the shiny parts again with the dodge-tool. Done!
